POSITION PURPOSE The purpose of this position is to manage the establishment project and lead the required activity to implement the Early Childhood Early Intervention (ECEI) services, in partnership with the National Disability Insurance Agency (NDIA), as a new service for BCYF. The ECEI team will implement this new service in line with NDIS requirements and the overarching principles which are that BCYF will:

Demonstrate its values of inclusion, commitment and integrity throughout the establishment of the Early Childhood Early Intervention (ECEI) services in the Barwon Region.

Uphold the integrity of the NDIA and the intended service model.

Demonstrate transparency and authenticity in its communications with the sector and broader

community throughout the life of this plan.

Ensure the best interest of the child is the paramount consideration to all its decisions relating to this

plan and the establishment of the ECEI services in the Barwon Region.


The key objectives of this position are to establish the ECEI Service to become an integral part of BCYFs service delivery platform in line with both NDIA and BCYF compliance requirements.

This will be done through the delivery and successful implementation of plans that has been established around the establishment and development of the workforce, building community capacity and developing the service platform.

ORGANISATIONAL RELATIONSHIPS: This position will liaise with a range of internal and external key stakeholders, including the following:

Project Control Group

Executive and Senior Leadership teams

Early Years Coordinators

Support Services Directorates

Barwon NDIS providers


Community Health Disability Providers

POSITION ACCOUNTABILITIES Core Responsibilities & Duties

Develop and implement the ECEI Establishment Plan and related activities including:

Overseeing the recruitment of the new workforce and redeployment of current staff into newly established teams

Develop practice framework, policy and procedures and marketing plans in relation to ECEI services

Determine an internal and external communications plan throughout the establishment of the ECEI services in consultation with the Manager Communications & Marketing and Early Years Manager

Review and upgrade the existing systems to ensure compatibility with NDIA

Audit location facilities and accessibility

Set up and establish workspaces across Colac and Geelong offices

Audit internal resources and equipment to enable ECEI service delivery

Provide expert advice and expertise to BCYF Management and ECEI team

Develop practise guidelines and procedures

Provide effective leadership to the Community Capacity Project Officer

Lead the ECEI Project Control Group including:

Implementing actions that have been identified by the PCG within established timelines

Developing and commencing change management processes

Communicating and following up on actions through documentation

Develop and implement internal capacity building and marketing plan

Develop and implement a broad Communications and Marketing plan.

Liaise and manage stakeholders including:

Developing a close working relationship with NDIA partners

NDIS national and regional office

NDIS providers & networks

ECIA Australia

Maintain and establish collaborative relationships with BCYF’s new and existing internally and external partners

BCYFs practise governance Committee

Additional Responsibilities – All BCYF staff are required to: Team work

Contribute as an active member with collaborative approach to their work

Constructively participate in supervision

Participate in appropriate training

Represent the needs of the service within the organisation

Promote a spirit of cooperation, goodwill and professionalism with the staff group Occupational Health & Safety (OH&S) Responsibilities

Work in a safe manner to ensure that their acts or omissions do not affect adversely the health or safety of any other person

Not wilfully interfere with or misuse items or facilities provided in the interests of health, safety and welfare of employees

Consult with direct supervision and/or managers regarding health and safety issues affecting one’s workplace and complete appropriate reports in the event of and OH&S incident

Ability to organise and plan priorities and work to tight deadlines

Ability to work independently and as part of a team

Excellent communication, negotiation, facilitation and presentation skills

Demonstrated ability to maintain confidential/sensitive information at all times

Strong ethical standards



Tertiary qualification and/or relevant experience in early childhood, early intervention and/or disability

Previous experience leading project management

Demonstrated understanding of the National Disability Scheme and Bi Lateral Agreement

Highly desirable

Qualifications and experience in project management and strategic planning

Demonstrated experience establishing a greenfields service or project

Well-developed analytical and conceptual skills

Strong understanding of the Early Childhood sector

Victorian Driver’s License
